Prisoners of War, whose terms of service have expired, should not be counted as a part of the regiment, in mustering in new officers.
Their names should, however, be reported at the bottom of the list of names as Prisoners of War, entitled to discharge on returning to a loyal State, and dropped from the company roll, with a full statement of their accounts for pay, bounty, clothing, &c. When heard from again, they can be taken up and their disposition reported.
