General Orders
No. 90

To facilitate the payment, in individual cases, and to discharged soldiers, of the advance bounty authorized to volunteers by act of Congress, approved July 5, 1862, and the premium authorized by General Orders, No. 74, War Department, Adjutant General's Office, July 7, 1862, the following regulations will be observed:

1. The advance bounty and premium should be paid by the United States mustering and disbursing officer at the time of muster into service. If not paid then, the amounts will be entered upon the muster-in-rolls, and will be so continued upon every subsequent muster and pay roll, until the soldier is paid by a Paymaster.

2. When not paid before discharge, the amounts due for premium and bounty will be entered upon the duplicate certificates for pay, and the discharged soldier will be paid by a Paymaster. Company Commanders will be careful to enter those amounts upon the soldiers' certificates.

3. Mustering and disbursing officers have nothing to do with payments to discharged soldiers.

Tilghman H. Good: (1830-87) A native of Pennsylvania, he was elected to the state legislature in 1858. When the Civil War broke out, he helped to organize the 1st Pennsylvania Infantry Regiment and was commissioned their lieutenant colonel, serving from April 20, 1861, to July 27, 1861, when this three month regiment was mustered out of service. On September 24, 1861, Good was commissioned colonel of the 47th Pennsylvania Infantry. He commanded the District of Beaufort, South Carolina, in the Department of the South, the 1st Brigade of the Expeditionary Forces of the 10th Corps, and the U.S. Forces at Port Royal, South Carolina, at various times in 1862. On December 19, 1862, he was appointed commander at Key West, Florida, a position he held until February 1864. He was mustered out of the service on September 24, 1864. After the war he served three terms as mayor of Allentown, Pennsylvania.
