Master General Office, Mobile, March 28, 1861. Capt. M. Smith, Captain: This morning Col. F. Sheppard presented me your requisition for funds with letter accompanying. He became quite excited because I would not pay him the money. You can explain to him that you must first give me a receipt for the money and then take his receipt. If you will advise me how to send you the funds and at same time send receipts I will forward the amt. of your requisition, but as money is so easily lost, I decline to send any until I have the receipts.
